§ 6.04.030. License—Tags—Registration—Records.

    The license tag herein required shall be for a calendar year, and all such licenses shall be issued for a period from January 1 to January 1 of the succeeding year.

    B.

    The rates for registration, tags, and penalties, herein provided, shall not apply to all dogs and cats currently registered in the City of Seneca, Kansas for the year 2009. All dogs and cats registered after the effective date of this ordinance amendment shall be subject to the following costs for registration and tags:

    1.

    The license registration fee for all dogs and cats required to be licensed in the City of Seneca, Kansas shall be four dollars for all dogs and cats that are spade or neutered and seven dollars for all dogs and cats that are not spade or neutered.

    2.

    All owners or harborers of dogs and cats in the City of Seneca, Kansas shall have from January 1 until February 15 to complete the registration of said dog or cat in accordance with the Municipal Code requirements herein stated. In the event said dog or cat is not registered by February 15 there will be an additional fee of five dollars paid along and together with the required registration fee herein stated.

    The owners or harborers of dogs and cats raised or brought into the City of Seneca, Kansas after February 15 shall have forty-five days to have said dog or cat registered as provided herein. Failure to have said dog or cat registered within forty-five days after said dog or cat is born in the City of Seneca, Kansas or brought into the City of Seneca, Kansas by its owner or harborer, shall require an additional five dollars fee to be paid along and together with the required registration fees herein stated. Fees and penalties herein stated shall not be prorated for any part of the year and shall be charged at the rates herein stated.

    C.

    It shall be the duty of the city clerk to keep a suitable record of the owners or harborers who have registered their dog or cat as herein provided, setting forth the name, sex and description of the dog or cat and further stating whether said dog or cat has been spade or neutered. Upon the registration of any such dog or cat, the owner or harborer shall be furnished a receipt thereof together with a suitable tag bearing the number corresponding to that of the license registration, and the year for which the tag was issued.

    D.

    Every owner or harborer shall be required to provide each dog or cat with a collar to which the license tag must be affixed and shall see that the collar and tag are constantly worn. In the event the registration tag for the dog or cat is lost or destroyed, a duplicate will be issued by the city clerk upon presentation of the receipt issued therefore and the duplicate shall be furnished by the city upon payment of a fee of one dollar.

    E.

    Such tags for dogs or cats shall not be transferable from one dog or cat to another.

    F.

    The provisions of this section shall not be intended to apply to dogs or cats whose owners or harborers are non-residents temporarily within the city for a period of thirty days or less, nor to dogs or cats brought into the city for the purposes of participating in any dog or cat show, nor to "seeing eye" dogs properly trained to assist blind persons when such dogs are actually being used by blind persons for the purpose of aiding them in going from to place.
